I had the same problem when I logged into sisi just now, but there are NPC sell orders for PLEX in the seeded stations so you can just buy a few hundred thousand of those and upgrade your account to omega that way.

It's the T2 ones - they're the ones belonging to the Logistics Frigates ship class, which has the "Logistics Frigates" skill as a prerequisite. The T1 logi frigs still only cost two points.
